The Punjab Public Private Partnership Authority (P4A) is the apex regulatory and facilitation body established to lead the province’s vision for sustainable and inclusive development. Recognizing the growing need to augment public resources with private investment and expertise, P4A plays a central role in PPPs across Punjab, in both infrastructure and social service sectors. Under the new legal framework, for the first time in Punjab’s history, PPP projects are being decentralized within the province enabling departments and divisions to independently plan and implement PPP initiatives. This trickle-down approach marks a transformative shift, bringing PPPs closer to local service delivery and provincial development priorities. As a proactive institution, P4A provides policy direction, approves project proposals, extends technical and advisory assistance to implementing agencies and creates a business-friendly environment that drives inclusive and impactful development across Punjab. Through a strengthened legal and institutional framework, P4A is committed to transforming Punjab’s development landscape by unlocking innovative, high-impact PPPs that deliver measurable outcomes for the people of the province.
Composition of the Authority
The Authority comprises representatives from the Political Leadership, Senior Administrative Secretaries, the Provincial Assembly and the private sector. This structure ensures that policy direction, administrative oversight, legislative input, and technical expertise are all integrated into the Authority’s decision-making process.
