Dr. Muhammad Zeeshan Hanif is an officer of the Pakistan Administrative Service (PAS) and is currently serving as Chief Executive Officer, Punjab Public Private Partnership Authority (P4A). He has extensive experience in public administration and public policy, with service across the Governments of Punjab and Sindh.

A Chevening Scholar, Dr. Hanif holds a Master’s degree in Public Policy from the University of Warwick, United Kingdom, and an MBBS degree from Allama Iqbal Medical College, Lahore. He began his professional career as a medical doctor at Jinnah Hospital, Lahore and later served at Shaukat Khanum Memorial Cancer Hospital and Research Centre, before joining the civil service.

During his civil service career, he has served as Deputy Commissioner / District Collector in District Kamber Shahdadkot, Okara, and Chakwal, along with roles as Additional Commissioner, Sukkur Division, Additional Deputy Commissioner, Jacobabad, and Additional Deputy Commissioner (Revenue), Gujranwala.

At the secretariat level, Dr. Hanif has served as Additional Secretary (Police), Deputy Secretary to the Chief Minister Punjab, and Deputy Secretary (Health), contributing to high-level administrative coordination and governance.

Earlier, he served as Assistant Commissioner in Khairpur, Kingri, and New Karachi, and also held responsibilities as Special Magistrate and Chief Monitoring Officer, District Central, Karachi. As CEO, P4A, he brings a strong blend of field command, institutional leadership, and strategic management to advance public-private partnership initiatives in Punjab.
