Dr. Farrukh Naveed

Dr. Farrukh Naveed is an experienced civil servant from the Provincial Management Service, with more than two decades of diverse experience in public sector departments, development projects, and district administration. He is a skilled professional in government management, policy and governance, research, project planning and implementation, project financing, risk management, and stakeholder engagement. He holds a PhD in Development Policy and Management from the University of Manchester, UK, with a focus on PPPs in developing countries. He also holds an MSc in Management and Implementation of Development Projects from the University of Manchester, UK, and an MBA (Finance) from IBA, University of the Punjab, Pakistan.

With this strong academic and professional background, Dr. Farrukh played a pivotal role in reforming the regulatory framework governing Public-Private Partnerships (PPPs) in Punjab. He was instrumental in the introduction of the Punjab Public Private Partnership Act 2019 and the establishment of a robust institutional framework comprising the PPP Policy & Monitoring Board, Punjab PPP Authority, Executive Committee of the PPPPA, Risk Management Unit, and PPP Cell. He also became the first CEO of the newly established Punjab PPP Authority under the 2019 Act.

During his tenure, Dr. Farrukh developed a sizable portfolio of viable PPP projects and engaged with international partners to encourage investment. He reached out to the embassies of the UAE, Qatar, and Indonesia to attract private investors, signed an MoU with the Office of Public-Private Partnerships (OPPP) at the Asian Development Bank for transaction advisory services in the health sector, and opened dialogue with commercial banks through the State Bank of Pakistan to facilitate project financing. In doing so, he laid the groundwork to strengthen the PPP ecosystem in Punjab and position the Authority as an efficient, outcome-driven institution.

The leadership provided by Dr. Farrukh as CEO of the PPPPA marked an era of institutional capacity-building, innovation, and inclusive development of PPPs in Punjab — one that set the stage for a paradigm shift in future development planning and financing in the province.
