A two days training workshop on ‘Solar PPAs for public sector enterprises’ was organized by Private Financing Advisory Network (PFAN) hosted by UNIDO in collaboration with Punjab Public Private Partnership Authority (PPPPA) at Avari Hotel Lahore. A wider participation from the government departments including Agriculture, Environment Protection , Energy, Higher Education, HUD&PHED, Industries, health, Transport, WASA Lahore and the allied entities along with private sector representatives attended the programme. At the welcome session Mr. Amjad Ali Awan CEO Punjab PPP Authority highlighted the challenges and issues of installing solar projects and emphasized to create trends and rhythm for some unified goal towards renewable energy and integrate one window policy for all the provinces.
Mr. Ahmed Ammar Yasser Chief of Party Pakistan Private Sector Energy (PPSE) project shared that PFAN is a global network of climate and clean energy financing experts that aims to bridge the gap between entrepreneurs developing climate/clean energy projects and private sector investors. It originate and build investor ready business proposals and also facilitate project to finance matchmaking. He further said that one of the focus area of PPSE is Solar with preference for PPA based solar projects in B2B or B2G mode.
While addressing the concluding session, Mr. Amjad Ali Awan appreciated the efforts of PFAN for organizing this training programme through which participants got clarity about the technical concepts in simple and crisp manner. He suggested to frequently hold these kinds of training sessions in future for the sake of imparting awareness. While sharing the prospect of solar projects through PPPs, he informed that project proposal under ‘Solicited’ or ‘Unsolicited’ mode can be developed for small to large scale renewable energy project for the government entities and submitted to Punjab PPP Authority for further processing. He also suggested that Pakistan need to harvest the advantage of solar PPAs or PPPs in future and the final narrative should not just to solarize Pakistan, but energize Pakistan through renewables which are sustainable and cost effective with the least burden on budget and economy.
The training module was designed and delivered by Engr. Faiz M Bhutta CEO Energy Training and Research Center which mainly cover the procedures involved in installation, technical/financial concepts, PPA process, and requirements of solar PV systems, contract development and solar business models.
